&lt;p&gt;To achieve this goal, the law ensures that health insurance plans offered in the individual and small group markets, both inside and outside of the Affordable Insurance Exchanges (Exchanges), offer a comprehensive package of items and services, known as “essential health benefits.”&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The bulletin released today describes an inclusive, affordable and flexible proposal and informs stakeholders about the approach that HHS intends to pursue in rulemaking to define essential health benefits.&amp;nbsp; HHS is releasing this intended approach to give consumers, states, employers and issuers timely information as they work toward establishing Exchanges and making decisions for 2014.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;This approach was developed with significant input from the public, as well as reports from the Department of Labor, the Institute of Medicine, and research conducted by HHS.&amp;nbsp;&amp;nbsp; “Under the Affordable Care Act, consumers and small businesses can be confident that the insurance plans they choose and purchase will cover a comprehensive and affordable set of health services,” said HHS Secretary Kathleen Sebelius.&amp;nbsp; “Our approach will protect consumers and give states the flexibility to design coverage options that meet their unique needs.”&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Under the Department’s intended approach announced today, states would have the flexibility to select an existing health plan to set the “benchmark” for the items and services included in the essential health benefits package.&amp;nbsp; States would choose one of the following health insurance plans as a benchmark:&amp;nbsp;&amp;nbsp; ·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; One of the three largest small group plans in the state; ·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; One of the three largest state employee health plans;&amp;nbsp; ·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; One of the three largest federal employee health plan options; ·&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The largest HMO plan offered in the state’s commercial market.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; The benefits and services included in the health insurance plan selected by the state would be the essential health benefits package.&amp;nbsp; Plans could modify coverage within a benefit category so long as they do not reduce the value of coverage.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Consistent with the law, states must ensure the essential health benefits package covers items and services in at least ten categories of care, including preventive care, emergency services, maternity care, hospital and physician services, and prescription drugs.&amp;nbsp; If a state selects a plan that does not cover all ten categories of care, the state will have the option to examine other benchmark insurance plans, including the Federal Employee Health Benefits Plan, to determine the type of benefits that will be included in the essential health benefits package.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;

      <title>Pennsylvania Seeks Better Ways to Help Troubled Kids</title>
      <description>&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;As the Penn State child abuse scandal continues to dominate headlines and newscasts, it seems like people are interested in finding new, more effective ways to serve and protect at-risk children in the Keystone State.&lt;/span&gt;&lt;/p&gt;

&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;So perhaps the timing is good for a new, statewide initiative aimed at improving our system of care for troubled children and adolescents. Beginning in January, the Governor’s Commission for Children and Families plans to carry out a statewide series of strategic planning meetings aimed at gathering input on ways to reduce barriers to effective service delivery to children with emotional disabilities.&lt;/span&gt;&lt;/p&gt;

&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;Who, exactly, are these troubled children? Ellen DiDomenico, executive director of the commission, says the term applies to any child, age 8 to 18, who has significant mental health needs or who has come in contact with the child welfare system or the state’s juvenile justice system.&lt;/span&gt;&lt;/p&gt;

&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;The statewide initiative is designed to build upon smaller programs pioneered previously in Chester, Erie, Lehigh, Montgomery, and York counties. It’s being funded with an almost $800,000 grant from the federal Substance Abuse and Mental Health Services Administration.&lt;/span&gt;&lt;/p&gt;

&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;“We want to find out from folks on the ground, what are the barriers that keep different groups from collaborating,” DiDomenico said in a telephone interview. “What keeps you from doing your work in the most effective and efficient way?”&lt;/span&gt;&lt;/p&gt;

&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;To find answers, DiDomenico is planning six regional meetings, including at least one here in the southeast portion of the state. She plans to invite everyone on her core mailing list to attend, including people who work in the community mental health system, the juvenile justice system, the schools, the drug and alcohol rehabilitation system, and children and family members who are clients of these agencies or recipients of these services.&lt;/span&gt;&lt;/p&gt;

&lt;p style="MARGIN: 0in 0in 0pt"&gt;&lt;span style="FONT-FAMILY: 'Arial','sans-serif'; FONT-SIZE: 11pt"&gt;Dates, times, and locations for these meetings haven’t been determined yet.&lt;/span&gt;&lt;/p&gt;

      <description>&lt;p&gt;American Lung Association Hails Bipartisan&amp;nbsp; Rejection of Clean Air Rollback56 U.S. Senators vote to protect public health&amp;nbsp; Statement of Paul G. Billings, Vice President of National Policy and Advocacy,American Lung Association WASHINGTON, D.C. (November 10, 2011) –&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Today, a clear bipartisan majority of the U.S. Senate stood up for the health of our children and rejected the attempts by big corporate polluters and their allies in Congress to block clean air safeguards.&amp;nbsp; Senator Rand Paul’s (R-KY) S.J. Res. 27 was soundly rejected by a 41 to 56 vote of the Senate. This vote is a clear rejection of efforts to block commonsense clean air health protections.&amp;nbsp; With six Republican Senators and 50 of their Democratic colleagues voting against this outrageous attack on public health, we are encouraged to see a growing number of legislators on both sides of the aisle recognizing the importance of putting clean air ahead of corporate interests.&amp;nbsp;&amp;nbsp; Had it passed and become law, the measure would have blocked the scientists at the U.S. Environmental Protection Agency (EPA) from implementing standards to address pollution that drifts across state lines.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The Cross-State Air Pollution Rule became final this summer and will address pollution that is emitted in one state and contributes to air quality problems in neighboring states.&amp;nbsp; Public health protections such as the Cross-State Air Pollution Rule have ensured the Clean Air Act has a proven track record of success.&amp;nbsp; In fact, this measure will prevent up to 34,000 premature deaths, 400,000 asthma attacks, 15,000 heart attacks, and 19,000 hospital visits each year starting in 2014.&amp;nbsp;&amp;nbsp; Today’s Senate action stands in stark contrast to the repeated efforts by the House of Representatives to rollback health protections.&amp;nbsp; The American people want a Congress that looks out for them, not big corporate polluters.&amp;nbsp; America’s children can’t afford to wait any longer for clean air.###&lt;/p&gt;
